Porras was already in jail — he was arrested last week for taking a case of beer at Grand Market on lower Navy Hill on Sept. 29, 2011.
Porras was identified through surveillance footage, and is known as a player with the Saipan Electronic Dart league.
For the beer theft Wiseman allowed Porras to post $100, or 10 percent of the bail order, and the $900 remainder in unsecured bond.
In the Garapan snatching case, Wiseman ordered Porras to stay away from the victim; any potential witnesses; and his co-defendant Gustavo Meme Ybanez Jr., 35, currently in jail.
Porras was also ordered to stay 200 yards away from hotels and tourist sites, as well as the areas of Beach Road in Garapan.
Porras is being held on charges of robbery, theft, assault with a dangerous weapon, and disturbing the peace.
On Nov. 22, 2011, after Ybanez was arrested on the charge of grabbing the victim’s purse, he told Detective Raymond Borja that he and Porras, a cousin, were responsible for the Nov. 16, 2011 robbery of a female tourist in western Garapan.
Ybanez said he and Porras were “strolling” in western Garapan in the Nissan Pathfinder of Porras’ girlfriend.
Police said Porras dropped off Ybanez by the shoe store near the defunct Flair Bar to use a payphone.
Moments later, Ybanez noticed a lady walking by and seeing an opportunity, grabbed the little white bag from the lady and ran, police said.
At that time, Porras was driving south on Beach Road, and stopped in front of Bobby Cadillac’s where Ybanez jumped into the front passenger seat.
Ybanez told Porras to drive home, police said.
The victim tried to grab the vehicle’s door, but was dragged several feet away. The getaway vehicle also ran over the victim, police said.
The victim’s purse contained $350. Police said Porras received $150, while Ybanez kept the rest of the money.
Ybanez was later identified by a witness through a photo lineup.
