Gerson Jackson, the FSM consul general to Guam, said Yap needs to send participants like the other FSM states.
The Center for Micronesian Empowerment on Guam has recruited more people into the program from Kosrae than any other FSM states.
So far, Chuuk and Pohnpei have sent at least two-groups each to attend training offered by the program in building construction and other areas.
Yap had never sent any group of trainees to the programs however, Jackson said three Yapese on Guam were recruited into the program and have completed their training.
They are now among those that have joined the workforce with some of the companies on Guam, he added.
