SUBJECT: House Local Bill No. 24-3: To appropriate remaining fund balances of the $85,000 under the Saipan Local Law 23-04 for the repair, maintenance, and improvements of recreational facilities in Precinct IV; and for other purposes.
Hafa Adai yan Tirow Acting Saipan and Northern Islands Legislative Delegation Chairman Joel Camacho!
Thank you for allowing the Office of the Mayor, Municipality of Saipan, the opportunity to comment on the proposed legislation. Recreational facilities are essential in promoting healthy lifestyles within our community. These spaces not only provide residents with opportunities for physical activity, but they also foster social cohesion and community engagement. Well-maintained and accessible facilities are vital for the well-being of our citizens, particularly our youth.
The Saipan Mayor’s Office has seen firsthand the transformative impact of these facilities through pivotal community events like the Saipan Mayor’s Youth Softball Cup and Professional Development Day. These events are not just opportunities for physical activity — they are platforms for empowering our youth and guiding them toward positive, productive paths. By providing engaging, structured environments, these programs serve as powerful deterrents against crime and substance abuse, while nurturing values of healthy competition, teamwork, and community spirit.
Investing in the repair, maintenance, and improvement of these recreational spaces will continue to provide our community, especially our youth, with constructive outlets for personal growth and development.
I urge your support for the passage of House Local Bill 24-8, and I look forward to collaborating with you to continue providing valuable recreational opportunities to the people of Saipan.
RAMON B. CAMACHO
Mayor of Saipan
