Saipan Local Law 17-8 states that whenever the mayor of Saipan is physically absent from the third senatorial district, the chairman of the Saipan municipal council will be acting mayor.
But instead of appointing Ramon B. Camacho, the chairman, Flores delegated his authority to council member Ralph N. Yumul.
Yumul, according to the memorandum issued by the mayor’s office on June 6, 2011, will be acting mayor from June 7 to 9.
Saipan council administrator Frances Muna said they never received the memorandum.
Camacho, when asked to comment, said: “The mayor should abide with the law.”
He said he was surprised to learn that a memorandum was issued without their knowledge.
Variety was unable to get a comment from Yumul.
Vinycia Seman, the mayor’s executive secretary, said Flores was invited to sign a sister-cities relationship with Taebaek City in Gangwon province, South Korea.
Flores will meet with Taebaek Mayor Kim Yeon Sik.
The two will discuss a student exchange program for Saipan and South Korea, Seman said.
The sister-cities agreement will allow for the visit of 50 to 100 South Korean students to Saipan each year, she added.
