Heqian Ma was indicted on two counts of the alien smuggling of Weifeng Guo and Yuyan Li, and one count of fraud in the labor contracting of Weifeng Guo.
The indictment stated the crimes occurred on Dec. 16, 2010 and was filed by Assistant U.S. Attorney Eric S. O’Malley in the U.S. District Court for the NMI.
Heqian Ma was arrested by U.S. Immigration and Customs Enforcement agents last April for enticing the nonresident couple to come to and work at a massage shop on Saipan.
In his affidavit, U.S. ICE special agent Isra D. Harahap said Weifeng Guo and Yuyan Li, both Chinese nationals, reported to the Homeland Security Investigations office on Saipan on Feb. 3, 2011 that they were defrauded by Ma to come to Saipan from China.
Visiting federal Judge John Houston ordered Ma’s detention for being a flight risk, adding that complaint involved several felonies, and thus she must be detained as moved by the U.S. government.
