Man charged with sexual abuse of a minor

SUPERIOR Court Judge Lillian A. Tenorio found probable cause to charge Aaron Tulio Baisa with sexually abusing a 3-year-old minor.

Baisa, 47, is charged with “Sexual Abuse of a Minor in the First Degree, in violation of 6 CMC § 1306(a)(1), as charged in Count I of the Information; Sexual Abuse of a Minor in the Second Degree, in violation of 6 CMC § 1307(a)(2), as charged in Count II of the Information; and Child Abuse, in violation of 6 CMC § 5312(a)(3), as charged in Count III of the Information….”

The court “finds probable cause that defendant committed said offenses. Defendant is therefore held to answer said charges.”

At the May 7 hearing, Baisa was represented by Assistant Public Defender Emily Thomsen, while Assistant Attorney General Frances T. Demapan appeared on behalf of the government. Crispulo Hilario Jr. served as Baisa’s Tagalog interpreter.

Baisa was remanded to the custody of the Department of Corrections and ordered to return to court for arraignment on Monday at 9 a.m. before Presiding Judge Roberto C. Naraja.

It was a day care teacher who reported the minor’s “unusual behavior” to the authorities after observing it while the child was in her care.

She reported that around 11:30 a.m. on April 28, she observed a rash on the minor’s private area that appeared red and swollen.

She said she had reported her observations to her supervisor on three previous occasions.

With the assistance of the Division of Youth Services, the minor was transported to the Commonwealth Healthcare Corporation for a Sexual Assault Nurse Examiner or SANE examination.

The nurse examiner reported trauma consistent with sexual assault, noting that the injuries could not have resulted from a fall or self-inflicted scratching.

The sexual assault had likely happened more than once, the nurse examiner added.
