On Friday, Swains is marking the 86th anniversary of the first raising of the U.S. flag on the island.
Jennings has written to American Samoa Congressman Eni Faleomavaega Eni Hunkin asking to clarify the ambiguous distinction given Swains Island.
He said in the current fiscal year budget for the American Samoa government, Swains is getting less than half a percent.
“I tried desperately through the constitutional convention to try to clarify our relationship. Swains has a peculiar relationship, we have very little voice in the government, and I have even written a letter to the congressman requesting a congressional investigation to give me a clarification on our relationship with American Samoa, even with the United States,” Jennings said.
