Boat captain arrested for kicking, punching girlfriend

Arrested on Monday afternoon, Rangamar, 31, was being held on charges of assault and battery, and disturbing the peace.

Judge David A. Wiseman allowed Rangamar to post $200 or 10 percent of the $2,000 bail order.

Assistant Attorney General Tiberius Mocanu represented the government.

The court, which found Rangamar to be indigent, had yet to appoint a defense counsel.

Wiseman was told that  the Public Defender’s Office  cannot represent Rangamar because the victim is PDO’s client.

Rangamar was remanded to the custody of the Department of Corrections after the hearing.

Detective Peter A. Aldan said the Department of Public Safety receive a domestic incident call on Jan. 16 at about 3:18 a.m. at Micro Beach in Garapan.

The victim and her lady friend just came from a bar, when Rangamar called using a friend’s cellular phone, and told them to meet him at Micro Beach.

At the beach, Rangamar confronted his girlfriend for not answering his call or text messages.

The lady friend then told the victim that they should leave.

Rangamar kicked the passenger window of the lady friend’s vehicle.

The victim told Rangamar that she would stay and that he should  not damage her friend’s car.

Rangamar later kicked the victim on her back which made her fall down.

The lady friend and Rangamar’s companion helped the victim and told him they would call the police.

According to Aldan, Rangamar “grabbed the victim in a bear hug and said ‘I’m  sorry. I love you.’ ”

Rangamar then punched the victim’s mouth and she fell again to the ground again, Aldan said.

Rangamar ran  when the police arrived.

After the police took the statements of the victim and her lady friend, they left the area. Rangamar suddenly jumped on the hood of the lady friend’s car but it quickly drove off, Aldan said.

The victim suffered swollen and bleeding lips and a bruised back, police said.
