Judge John Allen Houston of the Southern District of California also terminated the proceedings in this case as requested by the U.S. Probation Office.
The probation for Wen Jun Huo, Jing Kai Yu, Yi Bin Zheng, Zhao Hai Zheng, and Bo Zhou expired on Jan. 26, 2011.
On Jan. 28, the probation for Jun Yan Zhang and Xiao Yan Chen expired; on Jan. 31, Zhi Guo Lu, and Lei Xu; on Feb. 4, Wei Li Liu; on Feb. 8, Dong Wang, Dong Xiang Wang, and Qing Xu Wang; and on Feb. 18, Wei Kun Zhong.
Four defendants — Junhua Chen, Jian Dong, Ping Liu, and Yi Wu — completed their probation early this year.
The defendants were sentenced to one year probation.
They are to be delivered to the U.S. Department of Homeland Security for removal proceedings.
The defendants were among the 24 individuals who attempted to enter Guam from Saipan on a boat.
Among the defendants was Qingmei Cheng who was taken out of the Department of Corrections facility to give Gov. Benigno R. Fitial an early morning massage at his residence on Jan. 8, 2010.
Cheng admitted aiding and abetting the attempted improper entry by an alien, and was sentenced to one-year probation in March 2010.
The federal court also credited the time already served by Cheng at the Corrections facility.
Cheng has already left the CNMI, the governor said.
