(DYS) — With purpose, heart, and a bold call for change, the Division of Youth Services under the Department of Community and Cultural Affairs officially kicked off Child Abuse and Neglect Prevention and Awareness Month with a proclamation signing held in the Dandan Middle School cafeteria on March 31, 2025.
This year’s theme, “Doing Things Differently: Moving from the Challenge to the Change,” set the tone for an event full of purpose, promise, and powerful voices.
With the Student Council Advisory Panel officers from Dandan Middle School — Rhodalyn Zandueta (president), Kaya Babauta (treasurer), Andrew Teigita (vice president), and Aubrielle Navarro (PRO) — leading the proclamation readings, the message was loud and clear: the future is in good hands, and our youth are leading the charge.
The official proclamation was signed by Gov. Arnold I. Palacios and Lt. Gov. David M. Apatang, both of whom reaffirmed the administration’s commitment to child safety and well-being.
Opening remarks were delivered by Christine Aldan, Child Protective Services caseworker, who reminded everyone that: “This month isn’t just about raising awareness — it’s about taking real, meaningful action. The change we want might take time — but it is possible, and it’s worth every effort. Together, we can rise above the challenges and build a future where every child in the CNMI is safe, supported, and surrounded by love. Biba Famagu’on!”
Courtney Klewei, foster parent and inspirational speaker, touched hearts and inspired action with her powerful testimony. Emcee for the day, DYS CARE-Youth Advocate Kyle Aguon Manalo, kept the energy high and the program flowing smoothly. The event’s calendar of activities was proudly read by Northern Marianas College intern Jovahnalyn Cabrera.
DYS Administrator Vivian Sablan gave special remarks, highlighting the crucial need for leadership support: “We can’t do this alone. Our team is small, and the work is hard. We need the ongoing support of our leaders, agencies, and community to help carry this mission forward.”
CPS Supervisor Mariah Manglona (Barcinas) closed the ceremony with a powerful, energetic speech that had everyone on their feet: “Today’s proclamation isn’t just a photo op. It’s a promise. A promise that at DYS and a promise that here in the CNMI, we will raise our voices, raise awareness, and raise the bar for what safety and support should look like for every child. At CPS, we’re not just talking about doing things differently — we’re LIVING it. We’re out here showing up, trying new approaches, thinking outside the box, and refusing to keep doing things the same old way.” She added: “Learn the signs. Be a safe person. Check in on your people. Call it out when it doesn’t feel right. Share our work, repost our flyers, volunteer if you can — or just ask how you can help.”
Special thanks to Dandan Middle School for hosting the event and showing out with energy, pride, and commitment. Their role in this effort was more than just logistical — it was foundational. The entire event was a reflection of what happens when a community comes together — with leaders, youth, advocates, and partners standing shoulder-to-shoulder in the fight to end child abuse and neglect in the CNMI.
