
The administration of Gov. David M. Apatang and Lt. Gov. Dennis James Mendiola is aiming to kickstart all Public School System infrastructure projects funded by the Federal Emergency Management Agency through the Public Assistance Office, with construction targeted to begin before the end of the year.
This proactive approach was communicated by Office of the Governor Special Advisor for Policy and Programs Kimo M. Rosario to the Board of Education and PSS officials last month.
In his report to the governor, Rosario provided a list of PSS projects ready to commence before the end of December 2025. These include the groundbreaking for Francisco Mendiola Sablan Middle School’s Building C at 9 a.m. today, Wednesday, Dec. 10, 2025, and the construction of Da’ok Academy at Koblerville Elementary School.
Both projects are set to move forward following the issuance of required permits by the Bureau of Environmental and Coastal Quality and clearance from the Historical Preservation Office and the Division of Fish and Wildlife.
To maintain momentum on other pending projects, Rosario underscored the importance of contractors submitting complete permit applications along with all necessary documentation. He encouraged regulatory agencies to review and process these promptly to keep everything on track.
Rosario also informed the governor that contractors have been advised to ensure applications are complete before submission and that regulatory agencies continue to reach out proactively to contractors regarding any deficiencies.
“These actions are already occurring,” Rosario assured.
He also shared with the governor a list of PSS-FEMA-PA projects that are still pending:
1. Hopwood Middle School
2. William S. Reyes Elementary School auditorium and Building C
3. Koblerville Elementary School rehabilitation project
4. San Vicente Elementary School rehabilitation project
5. Kagman Elementary School perimeter fence project
6. Oleai Elementary School bus shelter
7. Oleai Elementary School rehabilitation center
8. San Vicente Elementary School rehabilitation center.
