Public notice issued for Marpi cemetery regulations

THE Department of Lands and Natural Resources’ Division of Parks and Recreation is soliciting comments on emergency regulations for Marpi Public Cemetery.

Comments can be dropped off at the Parks and Recreation office in Garapan or emailed to Parks and Recreation Director Mike Cruz at [email protected]/.

The Office of the Attorney General posted DLNR’s public notice in the Commonwealth Register, stating that amendments to the department’s rules and regulations will be adopted immediately on an emergency basis due to the public interest.

According to DLNR, construction of Marpi Public Cemetery has been completed, and the facility has been in operation since Aug. 1, 2025.

The public notice, submitted by DLNR ecretary Sylvan O. Igisomar, said the new cemetery is critical because other cemeteries on the islands have exceeded their capacity. Overcrowding at these cemeteries poses an imminent threat to public health, so regulations must be adopted immediately to ensure Marpi Public Cemetery operates under established rules.

The notice states that the public interest requires adopting regulations with fewer than 30 days’ notice. Adoption through the emergency process will ensure that public health concerns related to overcrowded cemeteries are addressed promptly.

The emergency regulations will take effect immediately upon filing with the Commonwealth Register and delivery to the governor and will remain in effect for 120 days.
