A MEMBER of the joint CNMI-Federal Drug Enforcement Administration Task Force testified yesterday how crystal methamphetamine was distributed near a school in As Lito.
Agent Ray Renguul said defendant Tsai Jung-Yao met Nancy Yang at Taiwan Commercial Building to sell “ice” to her on March 2, 2001.
Renguul said the building is located within 1,000 feet of Saipan International School.
Renguul said when he conducted a field test on the drugs Yang purchased from Tsai, the result was presumptive for methamphetamine.
Yang earlier entered a guilty plea related to the drug case.
Renguul testified at the ongoing jury trial in federal court against Tsai, his brother Tsai Chung-Mao and Lawrence M. Fleming.
Tsai Jung-Yao, Tsai Chung-Mao Lawrence Fleming and his wife Mary Jane M. Fleming were arrested last year for allegedly conspiring to distribute “ice.”
Renguul told the court how he and other undercover agents purchased “ice” from the defendants.
Renguul said when Yang was arrested during a second test-buy for “ice” on Feb. 25, 2001, she agreed to cooperate with the task force.
Renguul said it was Yang who led them on March 2, 2001 to Tsai Jung-Yao, her “ice” source.
According to court documents, from Oct. 1999 to March 2001, the four defendants conspired to distribute “ice.”
The four were indicted with conspiracy to possess methamphetamine with intent to distribute, and distribute methamphetamine.
In addition, the Flemings were charged with possession of “ice” with intent to distribute and distribution of “ice.”
Tsai Chung-Mao was also charged with two counts of possession of methamphetamine with intent to distribute and distribution of “ice.”
Tsai Jung-Yao was charged with nine counts of possession of methamphetamine with intent to distribute and distribution of “ice,” and one count of distribution or manufacturing of “ice” near the school.
Mary Jane Fleming was not on trial.
