Man allegedly stole $220 in water

HAGÅTÑA (The Guam Daily Post) — A man accused of breaking a window in June 2023 also was accused of stealing water from a neighbor.

Alex Joe Castro was charged Wednesday in the Superior Court of Guam with criminal mischief and theft of utilities as misdemeanors.

According to a magistrate’s complaint filed with the court, Castro’s criminal mischief charge stems from an incident on June 17, 2023, when a woman said Castro, 34, “got mad” and damaged one of her windows.

Castro allegedly admitted that he was arguing with his brother when “he picked up a metal chair and slammed the chair against the door,” before using the chair to shatter the window. The damage to both the window and the door was estimated at $400, the complaint stated.

Then, on Sunday, Castro was the subject of another complaint when a resident in Yigo learned from a neighbor there was a hose attached to the back of the resident’s house and was leading to another house.

The resident then checked and took pictures of the hose while a man watched from the neighboring house before going to the front of the house to call the Guam Police Department. When the resident returned, the hose was no longer connected, according to the complaint.

When officers arrived and went to the neighboring house, the occupants denied knowing how the hose was attached to the resident’s home.

According to the complaint, the next day, the resident contacted GPD to file a report and provide police with his water bills.

On Tuesday, another homeowner reported her daughter’s boyfriend admitted that “he attached the hose to the victim’s home” to connect to one of the faucets.

“The report indicates that the estimated value of stolen water was $220,” the complaint stated.

Castro subsequently turned himself in and provided a written statement in which he confessed to connecting the hose from the victim’s house to the neighboring home, according to the complaint.
