NMI receives $25.6M in Covid-19 reimbursements

THE CNMI government has been awarded $25.6 million in reimbursements for expenses related to the Covid-19 pandemic emergency and response, Governor’s Authorized Representative Patrick C. Guerrero said.

Appearing before the House Special Committee on Federal Assistance and Disaster Related Funding on Tuesday, Guerrero told lawmakers that the CNMI government submitted to the Federal Emergency Management Agency a request for reimbursement in the amount of $42,467,864.

This is the total amount of expenses that the CNMI government has incurred in response to the Covid-19 pandemic, he added.

So far, Guerrero said, the CNMI has received $25,616,162 in reimbursement.

He provided the following breakdown of where this amount went:

• Homeland Security and Emergency Management  or HSEM, for medical supplies and personnel protective equipment — $10,922,033.33

• HSEM for the alternate care site — $12,992,577.74

• Commonwealth Healthcare Corp. for contracts — $1,638,181.69

• Department of Fire and Emergency Medical Services for contracts —  $19,446

• Department of Corrections for labor cost — $43,924.16

Guerrero said the CNMI government is still waiting for the rest of its reimbursement amount, which is for the following expenses:

• $978,179 for the Medical Care Treatment Site

• $9,113,115.95 for HSEM non-congregate shelter project

• $5,633,172.66 for HSEM emergency operations

• $675,424.67 for Department of Public Safety emergency measures

• $194,748.65 for Commonwealth Ports Authority emergency measures

• $243,446.73 for DFEMS labor cost

Guerrero said his office has also received close to $800,000 for its administrative and operational funds to support the reimbursement process.

He said he has announced a request for proposals in hiring an accounting firm to perform the required work.

Present during the meeting with Guerrero were the special committee chairman, Rep. Ralph N. Yumul, and members: House Floor Leader John Paul Sablan, House Minority Leader Tina Sablan, Rep. Joseph Leepan Guerrero and Rep. Luis John Castro.

Joining the governor’s authorized representative at the meeting was Gerald Deleon Guerrero, special assistant for Homeland Security and Emergency Management.
