Taotao Tano questions delay in CUC engine repairs

 

Cruz said since the signing of the contract between CUC and DCM Group Inc. for the repair and rehabilitation of Power Plant 1 on Dec. 13, 2007, only two of the five engines are fully operational.

“Is there something wrong with this mathematical equation?” he asked CUC Executive Director Antonio Muna, in reference to the 90 days contract for the repair of each engine.

Cruz said a justification for the emergency procurement was “A State of Emergency Declaration” on Dec. 5, 2007 with respect to “the critical issues threatening public health, safety and welfare” which required that immediate be taken to repair CUC’s power generation facilities.  

Gov. Benigno R. Fitial signed the contract with then CUC Executive Director Anthony Guerrero, and Jun Ponce Herradura president of DCM Group Inc.  The contract was certified by Attorney General Mathew Gregory.

Cruz wants to know the status of engines 1, 7, 3 and  4, saying that these should have had a total of  34.85 megawatts produced by now as scheduled in the signed contract.

The engines, he added, should be operational as scheduled in the DCM’s $5.6 million contract agreement.

Cruz again wants to tour Power Plant 1 to see the update and status of ongoing repairs.

He said Muna’s justifications are not enough and “we need to physically see for ourselves what is fixed or not.”
