Taotao Tano says CUC contractor violated contract

CUC Executive Director Antonio Muna should address this “breach of contract,” according to Greg Cruz, president of the Taotao Tano.

He said Muna has repeatedly announced the “extensive delay” in the completion of the rehabilitation “due to lack of parts, no parts, delay in shipments, parts shipment problems, some parts need to be manufactured, parts are not readily available off the shelves.”

But it is the DCM Group that has “defaulted in its performance delivery,” Cruz told Muna in his letter.

Under the contract, Cruz said, the DCM Group should have the necessary expertise, training, knowledge, parts, materials and training program for CUC.

Cruz wants to know what DCM Group is working on while waiting for the parts it was supposed to provide for the rehabilitation of the power plant.

On Dec. 13, 2007, the DCM Group started the rehabilitation and repair of the five power engines.

Only two engines are fully operational since the signing of the contract, Cruz said.

He asked Muna to justify CUC’s “emergency procurement” in entering into a contract with DCM Group.
