THE 17th Saipan and Northern Islands Municipal Council launched a milestone public-private partnership initiative with telecommunications company IT&E on Friday during a preliminary discussion with IT&E engineer Velma Palacios.
During a preliminary partnership meeting held at the Chalan Kanoa Leadership Kiosku across from the U.S. Postal Service, Chairwoman Marian DLG Tudela emphasized the role of the council in promoting learning outside the classroom through IT&E’s internet connectivity at the Kiosku.
Council Secretary Carmen Pangelinan echoed the council’s desire in one day seeing Chalan Kanoa’s first Healthy and Happy Children Learning Playground near the Kiosku estate across from the parking facility equipped with broadband access that promotes learning outside the classroom that also provides a safe and fun learning environment.
The private land near the Kiosku estate is owned by former Judge Juan T. Lizama. The council successfully reached out to the former judge, and has since established working partnership in planning Chalan Kanoa’s first children’s learning playground.
The council is also reportedly working closely with the secretary of the Department of Public Lands and the administration and other partner agencies on the project promoting outside the classroom learning and early childhood development.
At the same time, the Saipan council is working closely with the administration to enable the Kiosku estate be the first public facility fully energized with non-fossil solar alternative power.
Council Vice Chairwoman Antonia Tudela praised Gov. Arnold I. Palacios and Lt. Gov. David M. Apatang for being stewards of the environment in promoting the council’s effort as a fully solarized public facility and prototype in energizing insular communities through alternative non-fossil fueled power.
Council Chairwoman Marian DLG Tudela said she is grateful to the Palacios-Apatang administration, first lady Wella S. Palacios, and the council’s valuable community partners in the Saipan delegation led by the leadership of Chairman JP Sablan, Vice Chairman Roman Benavente, Sen. Celina Babauta, Fiscal Chairman BJ Attao and members of the delegation, including Mayor RB Camacho, as partners with the 17th all women council leadership, in forging a new municipal government leadership with vision and commitment in building its local capacity by taking on the requisite foundational post-Covid steps for progress in partnership on the quality of life for Chalan Kanoa residents and Saipan in its entirety.
The council chief and the leadership team are also ecstatic to be able to contribute to building a solid self-sustaining municipal governance regime that is sustainable through self-help state of the art creative municipal revenue production strategies and innovative revenue generating capacity and financing that allows for a more diverse community services to the residents of Saipan.
