RUFINO Bondoc Pangilinan is accused of repeatedly punching the head of his teenage daughter, and slapping and strangling his wife.
Pangilinan, 45, was charged with assault and battery, assault, and disturbing the peace.
On Friday, July 7, he appeared in the custody of the Department of Corrections before Superior Court Associate Judge Joseph N. Camacho for a bail hearing.
Pangilinan told the court that he was unemployed, prompting the judge to appoint the Public Defender’s Office to represent the defendant. Assistant Attorney General Steve Kessel appeared for the government.
The complaint against Pangilinan stated that on July 6, 2023 at 9:16 p.m., police received a call regarding a domestic violence incident.
Arriving at the scene, a police officer was met by a 15-year-old girl who said that her father was inside.
Pangilinan, who was sitting on a couch facing the doorway, said, “Come in officer. I did it.”
The daughter told police that her father was drinking alcohol at home alone, when he and her mother started arguing over things the daughter said she was unsure about.
She said when her father saw her dog in the hallway, Pangilinan kicked the pet, and this caused her parents to argue louder.
She said she tried to intervene when her father tried to hit her mother. She also told her father that she knew that he had been cheating on her mother.
She said this made Pangilinan madder. He then punched the 15-year-old on the right side of her head about six times, she said, adding that her younger brother tried to stop their father.
The girl also told police that she saw her father slap her mother on the face three times. The girl and her younger brother told police that Pangilinan also strangled their mother and pushed her down on the bed.
When the girl told Pangilinan that she was going to call the police, she quoted him as saying, “If you don’t call the police, I’m going to kill the four of you.”
She said she, her two younger siblings, and her mother locked themselves in the bedroom and called the police.
