The joint resolution (Assembly Joint Resolution No. 7-15-20S) conveys the assembly’s endorsement and support of BRD’s proposed multi-million dollar investment in the state.The resolution states that the members of the Olbetibel and the House of Chiefs believe that BRD’s investment in Ngaraard “will lay excellent foundation for quality economic development” in the state.The proposed BRD investment has sparked speculations over who is really set to benefit from it. Further, residents of the state do not know or have vague knowledge of the investment.“I hope the proposed investment will not require me to get a permit when I walk the beaches of Ngaraard,” a resident said in a phone interview. “I hope they do not make Ngaraard into another Guam where I would have to be a tourist attraction in order enjoy the land and the sea.”The BRD’s multi-million dollars investment, if it materializes, will rank with the Compact Road and the Capitol Building as top investments ever made on Babeldaob. The investment could be the single most profitable economic development to the State of Ngaraard.
