The Independent Review Group on HIV/AIDS in Papua New Guinea said the epidemic was rapidly outstripping the response to prevention, treatment and care.
IRG team leader Peter Aggleton said of the 28,000 people living with virus between January and last month, 5,000 had access to treatment.
He said with anti-retroviral now available in 16 provinces, more HIV positive children were accessing treatment.
IRG officials presented their findings to the National AIDS Council Secretariat, all development partners, stakeholders and non-governmental organizations in Port Moresby after assessing HIV targeted programs and activities throughout PNG for two weeks.
“There is a greater need to scale up on response, especially at the district and provincial levels,” Aggleton said.
