Senate Floor Leader Alan Seid authored the separate Senate Joint Resolutions commending the work of the two leaders.
Whipps officially began his political career in 1982 when he was elected to serve as an Executive Officer for his home state and Ngatpang and he was elected Delegate in 1984.In his public service, he spent 16 years in the House of Delegates and was elected senator in November 2000 where he was the highest vote-getter .“During Senate President Whipps time in the Senate he has served in various committees with passion and conviction to make a difference in the nation and to better the livelihood of the people. His generosity has an impact on many people in the Republic and was extended to the Senate through various donations to improve the Senate,” the resolution said.Koshiba meanwhile has a wide legislative experience and have an extensive understanding of the Palau Constitution as he served as one of the members of the First Constitutional Convention of the Republic in 1979.Koshiba was elected to the Senate in 1980 and he served more than 30 years as a lawmaker and was bestowed the honor as the Dean of the Senate.“Koshiba’s extensive political career renders him experienced and knowledgeable of the Palau Constitution, past legislation, legislative process and history which gives him the ability to advise his colleagues and the Senate as a body on numerous actions and positions,” the resolution said.Both resolutions were adopted in the Senate.
