“I have full confidence in his ability to meet the challenges and demands that accompany this appointment,” said Baka in his memo routed to different department and activity heads.
Welch represented the CNMI government in various civil cases, including that of the case filed by Rep. Stanley T. Torres, R-Saipan, in Superior Court questioning the governor’s reprogramming authority.
Welch previously worked as assistant attorney general for the Federated States of Micronesia’s Department of Justice.
