JULIAN Thomas Muna Sablan, 33, was arrested for, among other things, pointing a gun at his neighbor’s head at a store in Garapan.
A repeat offender, Sablan was charged with assault with a dangerous weapon, assault and battery, and disturbing the peace.
On Sept. 30, 2022, he appeared before Superior Court Associate Judge Joseph N. Camacho who imposed a $15,000 cash bail on the defendant.
At the hearing, Sablan was represented by Assistant Public Defender Tyler Scott who asked the court that his client be allowed to post 10% of the cash bail.
But Assistant Attorney General Frances Demapan, who represented the government, asked the court to maintain the bail amount, citing Sablan’s past arrest records, and violations of previously imposed probation.
After hearing from the parties, Judge Camacho denied the defense counsel’s request but allowed the defendant to search for a suitable third-party custodian.
Sablan was remanded to the custody of the Department of Corrections and was ordered to return to court for a preliminary hearing on Oct. 7 at 2:30 p.m., and for an arraignment on Oct. 17 at 9 a.m.
According to the complaint against Sablan, the victim said he was walking from his house at Lower Miha and was headed to a store when he saw a white car to his left driving toward him at high speed.
He said he jumped to try to avoid the car from hitting him, but the vehicle still hit his left leg causing him to land on its hood and then fall to the ground.
The victim sustained a scratch on his left elbow, police said.
According to the victim, he did not know the driver at that time until the driver got out of the vehicle and the victim realized that it was his neighbor, Sablan. The victim did not know Sablan by name.
The victim said Sablan got out from the car holding what appeared to be a gun and started walking toward the victim who was still on the ground.
He said when he got up, Sablan wrapped his left arm around the back of the victim’s neck and pointed a gun to the victim’s head.
Sablan told him, “I’m going to kill you,” many times while cussing at him, the victim said.
The victim said he told Sablan to relax so they could talk. He then took his phone from his pocket and tried to call the police but Sablan grabbed the phone.
The victim said he got his phone back when the storekeeper came out of the store and told Sablan and the victim to leave or he, the storekeeper, would call the police.
Sablan then walked toward the storekeeper and pointed the gun at him and told him that if he did not go back into the store, he, Sablan, would kill him, too.
The storekeeper walked back into the store.
