House ethics chair wants all members to look into complaint against Propst

THE chairman of the House Committee on Official Conduct and Ethics, Rep. Donald Manglona, said they will meet to look into the complaint against Rep. Edwin Propst, but he also wants to make sure all committee members will be present.

In an interview on Friday, Manglona said he initially scheduled a committee meeting in February, but added that some of the members “had been away.”

It’s just a matter of getting all the members present and available, Manglona said, adding that he wants to make sure that all of them are present before the committee takes action.

He said he may schedule a meeting after the passage of the fiscal year 2023 budget bill, which is pending in the Senate.

The special committee was created by Speaker Edmund Villagomez to look into past and future ethics complaints against any House member.

The other members of the committee are Reps. Sheila Babauta, Leila Staffler, Corina Magofna, Joseph Leepan Guerrero, Patrick San Nicolas and House Minority Leader Angel Demapan.

The speaker has said that the special committee was formed not necessarily to investigate the sexual abuse and misconduct complaints against Propst. The intent, Villagomez said, “is to establish this committee so that if any further ethics issue comes up in the future, we will have the committee already in place.”

Propst declined to comment.
