
THREE men are accused of assaulting a tour operator on Aug. 25, 2025. Heejung Hwang, Peter Deleon Guerrero — also known as “Dragon” or “Paduna” — and Yichuan Bai are facing charges of kidnapping, assault, aggravated assault, assault with a dangerous weapon, and disturbing the peace.
Hwang, 43, and Deleon Guerrero, 57, appeared in the custody of the Department of Corrections before Superior Court Judge Joseph N. Camacho for a bail hearing Friday morning. Hwang was represented by attorney Joaquin Torres, while Chief Prosecutor Chester Hinds appeared for the government. Deleon Guerrero will be appointed an attorney to represent him.
As for Bai, 39, no court information was available as of Monday press time.
Judge Camacho imposed a $25,000 cash bail on Hwang and Deleon Guerrero, remanded them to the custody of Corrections, and ordered them to return to court for a preliminary hearing on Sept. 12 at 10 a.m. and for arraignment on Sept. 22 at 9 a.m.
According to the complaint, the victim reported the assault to the Department of Public Safety front desk. A police officer who took the complaint observed injuries on the victim’s head, face, and body.
The victim told investigators that he was physically assaulted by Hwang, Bai, and Deleon Guerrero for almost three hours at Deleon Guerrero’s residence in ChinaTown. He said the attackers used a gun and a metal object during the assault.
The victim provided police with a Commonwealth Healthcare Corporation discharge document showing he visited the Emergency Room on Aug. 26, 2025, at 1:47 a.m., sustaining multiple facial, head, torso, arm, and leg abrasions, contusions, and a nasal fracture.
According to the victim, he was picked up by Bai on Aug. 25 at approximately 1:30 p.m. from the former Hyatt Resort in Garapan and driven directly to Deleon Guerrero’s residence. He said they arrived and met Deleon Guerrero and Hwang inside another vehicle, a black SUV. While inside, the victim said Hwang exited the vehicle, opened the back seat door, and dragged the victim to the ground by his hair, where he began punching and kicking him. Deleon Guerrero and Bai then joined in, beating the victim for 10–30 minutes. The victim said he grabbed Hwang’s leg and begged for them to stop multiple times.
He said Hwang threw the victim back into the black SUV, pulled out a handgun, and pointed it at the victim while cursing and threatening him. The victim said Hwang struck him multiple times with the handgun. Deleon Guerrero continued hitting the victim over a prior dispute about damage to his car, the victim said.
The victim said he heard the sound of the handgun being chambered before Bai pointed it at his face, saying, “You want to die?” The victim said Bai struck the victim’s head with the handgun and pressed it under his chin, adding, “You think you’re tough? You want to die?”
The victim said Hwang demanded the victim’s phone password. When Deleon Guerrero entered the wrong password, Hwang struck the victim’s head and instructed Bai and Deleon Guerrero to take him to a farm and kill him. After the fifth attempt, Deleon Guerrero reset and formatted the victim’s phone.
The victim said he tried to escape, but Hwang hit him on the head with a metal hook. He told investigators that he feared for his life. After approximately three hours, the victim said he was dropped back at his car, parked at the former Hyatt Resort.
