Toribiong had 2,566 votes while Vice President Elias Camsek Chin and running mate Sen. Alan Seid had 2,175.
These were based on the votes cast in Koror, Airai, Kayangel, Ngarchelong, Ngiwal, Ngaraard, Melekeok, Ngchesar and Ngardmau.
The tabulation was expected to be completed by today.
The commission started the tabulation for the Koror votes at 9 p.m. on Tuesday and announced the results shortly after midnight.
Airai’s tabulation was completed at 4 a.m., Wednesday.
Chin led in Koror, the most populous state, by 88 votes but Toribiong overtook him after the Airai votes were counted.
Airai is Toribiong’s home state.
Toribiong also beat Chin in Kayangel, Ngarchelong, Ngiwal, Melekeok and Ngchesar.
But Chin garnered more votes in Ngaraard and Ngardmau.
In the senatorial race, 43 candidates were vying for the 13 seats and as of 7 p.m. here on Wednesday, write-in candidate Surangel Whipps Jr. was in the lead, followed by attorney Raynold Oilouch, businessman Mark Rudimch, Kathy Kesolei, former Delegate Joel Toribiong, and incumbent Sen. Mlib Tmetuchl.
The rest of the top 13 were Koror State Ranger Director Adalbert Eledui, Sen. Hokkons Baules, Sen. Alfonso Diaz, Regis Akitaya Regina Mesebeluu, Adair Sumang and Paul Ueki.
Close behind were Sens. Yukiwo Dengokl and Caleb Otto with outgoing President Tommy Remengesau in 16th place.
