As in the past and presently only nonresident guest workers are accorded or given such benefits above their hourly rates. This is highly discriminatory and an injustice to all our local U.S. and permanent residents employed in our homeland in the private business sector.
Since your office is currently reviewing the regulations on this matter, we urge that you expedite a promulgation by our Department of Labor.
Mr. Baka, please be mindful that Public Law 9-71, the Residents Fair Compensation Act of 1995, has yet to be implemented.
Your consideration in the expedition of such regulations will be appreciated by all affected.
