Discover will be held at Palms Resort Saipan starting at 6 in the evening.

EPA announces Pacific environmental enforcement accomplishments for 2008

HONOLULU (EPA) — The U.S. Environmental Protection Agency’s 2008 enforcement actions in the Pacific were highlighted by hazardous waste related violations in the CNMI, Guam and American Samoa.

“EPA enforcement actions in the Pacific Territories will result in clean up of over 171,000 cubic yards of contaminated soil and water,” said Wayne Nastri, the EPA’s administrator for the Pacific Southwest region. “In addition, over $637,000 will be invested in pollution control and environmental cleanups.”

Nationally, the agency took civil and criminal enforcement actions requiring regulated entities to spend an estimated $11.8 billion on pollution controls, cleanup and environmental projects, a record for EPA.

The EPA worked with the Guam EPA, CNMI Division of Environmental Quality and the American Samoa EPA to continue the successful compliance and enforcement partnership in the islands.

Below are enforcement highlights for the Commonwealth of Northern Mariana Islands:

Pacific Marine: After the company was found to have used oil and hazardous waste management violations at its power plant facility in Puerto Rico, Saipan. The company agreed to spend $68,000 for environmental projects that will focus on used oil management including storage and spill prevention at commercial facilities and also pay a $20,000 fine

Concorde Garment: The company was found to be improperly storing and handling discarded solvent-based paints, spent paint thinners, and solvent-contaminated wastes at its Lower Base facility in Saipan. In addition to a fine of $15,200 the company will spend up to $56,000 on an alternative energy project that will provide an additional power source at Southern High School in Saipan. The contractor for the project will be using a wind powered turbine as the energy source to provide electricity to the school. In addition, the project will be used as a catalyst to develop an alternative energy curriculum at the school, to train students for work opportunities associated with wind power and alternative energy.

Saipan Airport: The Commonwealth Port Authority was cited for hazardous waste treatment, handling, storage, and used oil disposal violations at its Saipan International Airport facility. An EPA inspector working along with CNMI Division of Environmental Quality inspectors found the facility had open containers of hazardous waste and stored its hazardous waste and used oil in severely corroded and leaking containers, and was fined $32,500.

Japan Water Systems: The company located on Capital Hill, Saipan, was found to be selling and distributing an unregistered water disinfectant “Tosoh Cube.” The product, imported from Japan and sold to hotels and other businesses on Saipan for private water system disinfection was labeled almost entirely in Japanese, lacked directions for use, precautionary statements, and other labeling required by the Federal Insecticide, Fungicide, and Rodenticide Act. The company was fined $26,000.

FSM announces further fuel price reductions

(FSM Petroleum Corp.) — The Federated States of Micronesia Petroleum Corp. has reduced the wholesale prices for kerosene, diesel and gasoline products.

“This is our fourth price reduction in as many months and applies to commercial, retail and aviation customers. The reductions vary in each state but range between seventy and ninety cents a gallon. We have reduced prices significantly since July,” said corporation chairman William Hawley.

The price of oil products in the international market remained stable in November.

According to Hawley, “The thing we are certain of is that oil prices have the capacity to rise as fast as they fall. We are taking a cautious approach to our pricing policy because this corporation is just five months old. If international prices stay this low we hope to pass on further savings in coming months.”

International crude oil prices have stabilized between $55 and $60 a barrel.

The reference international trading market for refined oil products in the Asia Pacific region is Singapore and an independent data service, Platts Oilgram, collects and publishes the daily prices for oil product trades in the market.

The Platts monthly average has reduced to around $70 a barrel from a July high of $170 a barrel.

Fuel is purchased by the corporation under an agreement with Mobil Oil.

Products are purchased from Singapore refineries, shipped to Guam and then transshipped to the FSM by the MV Golden Micronesia, a local coastal tanker purpose built for fuel delivers in the northern Pacific.

“Our supply contract with Mobil uses an average of independently published Singapore prices,” Hawley said. “It is a transparent formula that is common in the Pacific and it ensures that our buy price is linked to an independent market reference. Because of distribution logistics, it takes time for it to translate into domestic prices. For example international prices through last month recorded the lowest international price in twelve months, but the corporation did not buy any fuel until Nov. 31. Depending on shipping logistics, this delay can be as much as two months.”

Special marine advisory

(EMO) — Based on the information received from the National Weather Service on Guam and compiled by the Emergency Management Office, Gov. Benigno R. Fitial, would like to inform the general public that long period north to northeast swells generated by gales in the Northern Pacific continue to arrive in Marianas waters.

The swells will maintain high surf on north and east facing reefs through much of this week.

High surf advisory will be in effect until 6  p.m. Thursday.

A small craft advisory for hazardous seas is in effect through early Thursday morning.

Hazardous surf of 10 to 14 feet will continue along north and east facing reefs of the Marianas through at least Tuesday night.

Surf will remain above hazardous levels through at least Wednesday night. Any increase in surf could require a high surf warning.

Avoid venturing near exposed reefs and beaches, especially those along east and north facing reefs as rip currents are life threatening.

The north facing exposures on Rota include Teteto Beach.

On Tinian, the east facing exposures include Long Beach.

On Saipan, the north facing beaches include Achugau Beach while the east facing exposures Tank Beach.

Fitial is advising the general public to avoid venturing near reefs and exposed beaches as wind and wave conditions support dangerous rip currents. Rip currents are life threatening to anyone entering the water.
