The Commonwealth Ports Authority said the project is not ready.
A teleconference was recently held involving the FAA, Thales and CPA.
The Tinian legislative delegation was invited, but no one among the lawmakers were present during the meeting.
“This teleconference brought out the fact that the project is not ready as the FAA and the contractor are not in complete agreement as to what each other is supposed to do,” CPA Executive Director Efrain Camacho told the board.
He expressed concern that CPA will be designated as the contracting officer.
“Yet CPA will not have spending authority,” he said. “That is reserved for [the Department of Public Works]. Furthermore, CPA’s administration and engineering expenses are not being addressed.
He said CPA “cannot and should not undertake projects for others without being fully compensated because the airport bond will be negatively impacted.”
Camacho, in his report to the board, said the instrument landing system project cannot go forward without addressing CPA’s expenses.
The project has been pushed by Tinian officials since March 2006.
It was delayed due to funding issues but the Tinian delegation was later allowed by the federal government to reprogram $3.5 million from the island’s federal wastewater project.
The instrument landing system will allow Tinian to bring in direct international flights.
