DPW to ‘fix’ flooded site on Quartermaster Road

DEPARTMENT of Public Works Highway Administrator Lorraine Villagomez and her staff, along with engineers of project contractor USA Fanter Corp. Ltd. were at the intersection of Beach and Quartermaster Roads on Tuesday to address the flooding issue affecting one of the residents there.

The flooding in the area was brought to DPW’s attention by resident Simion Lisua who said that because of the ongoing construction of sidewalks as part of a traffic light installation project “our home gets flooded every time it rains.”

The runoff comes from Middle Road and gathers in the front yard of the house of Rosa Rabauliman, Lisua’s mother.

“This issue only began after the construction of the new traffic system,” he said.

Following a downpour on Tuesday, DPW’s Villagomez and her staff, including Ken Aldan, and USA Fanter engineers inspected the area and talked to Rabauliman.

Villagomez said the contractor will “excavate the soil behind the headwall because that is where the runoff is supposed to go.”

Aldan said the contractor will also install a mound in front of Rabauliman’s property to prevent the runoff from flowing into the residents’ front yard.

Funded by the U.S. Department of Transportation-Federal Highway Administration, the installation of traffic lights at the accident-prone Beach Road-Quartermaster Road intersection is among the priority projects of DPW. The $1.9 million project commenced on June 1, 2021.

Another traffic light installation project will commence soon in another accident-prone area: the Middle Road and Kopa Di Oru Street intersection near the Garapan Central Park.
