Man in gov’t property theft gets 21-month jail term

In yesterday’s sentencing, United States District Court for the NMI Presiding Judge Alex R. Munson also placed 35-yer old Masaioshy Sallem under three years probation upon his release from jail subject to several conditions.

He was given credit for time already served in jail.

Sallem, with his two other co-defendants, Dominic Chipwelong and James Ochcha, must pay restitution in the amount of $35,490.

He will also pay a special assessment fee of $200.

In addition, Sallem must not consume alcohol and is prohibited from possessing firearm or dangerous weapons.

He must submit to the collection of DNA sample at the direction of the U.S. Probation Office, comply with conditions of his supervised release, and perform 300 hours of community work service.

Sallem showed up for the sentencing with his counsel, Steven Pixley, while Assistant U.S. Attorney Beverly MvcCallum represented the federal government.

The court remanded Sallem ito the custody of the U.S. Marshal Service after the hearing.

The federal government indicted Sallem for conspiracy to sell government property and unauthorized sale of government property.   

Sallem and his co-defendants stole metal lighting units from American Memorial Park and sold them to a recycling center in Nov. 2007.

In October last year, a federal jury convicted Sallem for selling a portion of the metal lighting units to the Huang Zheng Recycling Center on Nov. 4, 2007.

Chipwelong was sentenced to 10 months imprisonment and three years probation.

Ochcha was sentenced to four months in prison for conspiracy to sell government property and destruction of government property.
