Department of Public Safety spokeswoman Lei Ogumoro said DPS central received the report at 1:57 p.m. on Feb. 9.
She said Boating Safety officers boarded two jet skis and left Sugar Dock to Obyan Beach to respond.
When the Boating Safety Officers arrived at the scene, the victim, Pavel Barbanakov had already been rescued by Ranko Oryog, a dive instructor of Aqua Marine Dive Shop.
Ogumoro said Oryog happened to be diving in the area and noticed the victim.
She brought the victim to the diving boat at Obyan Dive Spot.
Ogumoro said the Boating Safety officers transported the victim to the beach.
He sustained no injuries and declined further medical treatment.
Ogumoro said the victim, his wife and son went to Obyan Beach for some snorkeling.
The victim said while he was swimming near the reef line, strong currents pulled him and his attempts to swim back failed due to the strong currents.
Ogumoro said DPS recognized Oryog for her assistance and help in rescuing the victim.
