“We will consult our legal counsel on what can be done beyond September 30th,” explained Zoning Administrator Victor Barrett, when asked by the Variety if the delay on the implementation would be in violation of the law.
He said lawmakers would understand that there are issues to resolve yet.
With less than two months before the law’s implementation, landowners within the proposed zone for the so-called adult businesses have turned down the proposal.
Barrett said there are no alternative location yet, adding: “That’s my job to find for alternatives through real consultations with everybody.”
He has yet to determine the expected cost of the relocation as well as the projected income soon after the proposed zone becomes operational.
He noted concerns that the proposed district incorporates both sides of a four-lane high-speed roadway that has no sidewalks or adequate provision for pedestrians.
“This situation creates the potential for a deadly mix of late night revelers walking along and crossing the street alongside high-speed vehicle traffic,” Barrett explained.
“This is a developing area with a very diverse mix of residential and commercial uses that is a main thoroughfare for the community,” he added.
Barrett underscored the need for exhaustive consultations in the weeks to come with stakeholders, particularly the community and business people.
So far, he said, the Zoning Board received proposal renovating the old Fiesta Mall which has the same drawbacks: distance from Downtown Garapan, and the proximity to As Matuis Village and popular Paupau Beach.
Barrett said: “This location would require patrons to drive back to hotels late at night after an evening of drinking. I think people drink in these places… don’t they?”
He expressed optimism that a viable proposal could be reached through the forthcoming consultations.
“As businesses see the advantage to moving to The District, I truly believe that the value of the buildings in Garapan will increase, attracting quality developer interest. This will allow us to move forward,” he said.
All the initiatives are anchored with the recently completed Garapan and Beach Road Revitalization Plan, Barret added.
