
(DPL) — Secretary of the Department of Public Lands Sixto K. Igisomar on Wednesday issued an update on three major land use and development initiatives currently underway across the Commonwealth.
Rota Resort RFP – Under Internal Review
On June 23, 2035, DPL received two proposals in response to the Request for Proposals for the Rota Resort project. Both submissions are currently undergoing internal review. At this time, Secretary Igisomar has exercised his discretion not to convene a formal evaluation committee, opting instead for a focused internal assessment to ensure alignment with DPL’s long-term vision for Rota.
Kanoa Resort (Saipan) – Site Management and New RFP in Development.
Following the lease expiration on June 15, 2025, DPL has assumed full site management responsibilities for the Kanoa Resort property, including 24/7 security and grounds maintenance. A new RFP is being finalized, which will invite proposals from both traditional resort developers and innovative investors interested in mixed-use, sustainable, or technology-integrated projects. This initiative reflects DPL’s commitment to revitalizing key assets while embracing forward-thinking development models.
Managaha – Evaluation Completed, Award Pending
DPL has completed its evaluation of two proposals received on May 5, 2025 for the Managaha Island concession. One submission was deemed non-responsive by the evaluation committee. The remaining proposer, having completed its presentation and review, is being advanced for a Notice of Intent to Award. The anticipated timeline for a Notice to Proceed is mid to late August.
