Former Speaker Oscar C. Rasa said he obtained instructor credentials which authorized him to teach government theory and practice, public services and administration and apply for the positions of community college chief administrative officer, college president or superintendent “for life.” He said he obtained his credentials from the licensing and credentialing section not from the California Community College as earlier reported.
