Letter to the Editor: Assessment of CUC move

They had planned on this move but appears again all lip service and no action. That was mentioned since at least 3 months ago.  Now this means they have 9 months to act or maybe in reality will have 5 and a half more or six months as approved for the extension.

Since you have been writing on the editorial column see if you can write the following thoughts and see what happen then.

Here it is:

1.  If the director doesn’t have time for the move on this and lost 3 months already or at least 6 more months to go as CUC’s request is approved then there is still time.

2.  Location should be not the problem.  Why? The government has so many government buildings for the transfer.  Too name a few there are buildings in lower base that could be utilized; buildings in Garapan behind  Garapan Elementary School, Capital Hill, and La Fiesta since it is now government building.

The people will not care if too far to relocate if the services are good if not excellent.   They pay too much for the lease at Joeten so that money could go for the renovation and improvements of the relocation.  As manager once this call is made then the wheel should start to roll back then and a feasibility study be in place.

And among the things needed done are as follows:

1.  Assign (delegate) your chief-staff (manager/supervisor) to do the following staff work:

A.  Space required as to occupancy for administration and customer service in square feet on buildings and meters in open space/lot(s).

B.  Open spaces for parking to allow for services of the people’s convenience and confidence.

C.  Space not just for staging equipment but to include preventive maintenance care and services or PMCS.

D.  Storage facility.  Given in consideration safety such as for hazards and other EPA requirement or other requirement for permitting agencies be given and in compliance.

E.  They could separate administration and services to customers from that of other permitting requirements as this would not hamper customer services.  The director could have all the admin and customer services in Garapan and all staging and PMCS at Lower Base as this are government buildings or those left from the garment factory for default of the lease or place or condemn the lease in default.  The A.G. should look into this and declare the garment factory defaulted.  Oops, maybe the governor will not make that happen. And if not use the place for now until 10 years or more when the Tan’s have a plan to do something with those buildings or spaces as in buildings and lot.  That lease should be actually defaulted.  I am sure something could be done on this.  The bottom line is that it should be condemn.  Meanwhile the actual government buildings in lower base could be used for storage and PMCS as the legal issues of garment factory buildings are resolved.

F. Technological Cost.  Computer hookups, telephone lines, and the like to be incorporated for the move.

Malae said he does not know the cost.  Shame, shame.  That is why he has staff so they can do the work on this.  What he needs to do is assigned each department the cost breakdown of the move and potentials of flaws for the move during, prior, and after effect.

G.  Preplanning.  Plan A to Plan B such as how do you move rain or shine.

H.  What or who goes first without hampering operations for a smooth transfer.  How should this be overcome?

Simple, set up the place as to where the move is by putting it an ideal or perfect plan of the layout of who, where, and what goes to areas on this with the layout of all the required technological requirements and convenience and be tested and operable.  While this is on-going the actual place should start minimizing operations and interrupted within a 24 hours time frame.  Preferably this final move and change should be done on weekends or austerity Friday and plot if possible with a holiday hopefully a four day so called weekend.  That is austerity Friday and Monday being a holiday will be perfect.  Employees must be paid on this regardless as they sacrifice their time away from their families.

The move will require the following:

1.  Manpower breakdown of hours, days or months for the move.

2.  Rentals for the move such as for the appliance, equipment, furniture, and personal stuff (employees own time-voluntary for the move on this).

3.  Fuel cost since they will be moving back and forth until the movement is done.

4.  Suspense-projected date when the move starts and end.  End should mean the employee comes back to work and ready able to operate on the new location just like he or she did from the old location.

If the director cannot make this work then he should create a committee or task force to do all the above work.

Who hired this guy when it seems he does not have the time to do all the aforementioned, thinking outside the box?  Perhaps he is an engineer but not a manager.  And that is the problem.  Unless he  has a good sense of managerial skills or common sense then the above will not work as there is no initiative, motivation, direction, and the heart to make things work.  Just another high paying job whereby mediocrity is the name of the game or just plain complacency and the easy way out is we don’t have the time.

Six months is more than enough time with all the manpower CUC has over the other government agencies.

One month to do all the research including measurements, a week to a month for appropriations from the general fund by the legislature and the rest is to physically move the “mountain.”  Hello, there is time.

All the cigarette, coffee time and b.s. during work hours should be diverted to the above work and believe it could be accomplished rather than say no or not enough time to do the move.  Hello, duh!  There is time and not enough time means, “let it be.”  This is why no progress in CUC, just let it be, let it be from here to there to me to you and who knows who.

Wake up CUC and start moving.

If there is a will, there is a way.  If not they just talk to talk and forget the walk, and again, “let it be.”
