Unfortunately there are thieves among us, who do not care about the welfare of our island businesses and homes, and they steal to sell and resale. So, without the BUYERS being able to purchase these stolen metals, this nasty menace and wasteful crime against our community would not exist. These crimes are driven by the cash dangling in front of the thieves. I can take you to a place within one-fourth of a mile radius at Lower Base beach [see photo], which is nearby two recycling companies, where the ground is littered with mounds of stripped insulation from wire and cable stolen from honest citizens and businesses.
Several schemes have been put forward to stop this ongoing menace, including a proactive permit and onsite inspection before buying these metals. Other options, including the 45-day wait period, have been tried without success. These criminals are still stealing and SELLING these ill-gotten goods.
No one doubts that recycling can be a good thing for individuals and communities. But the stealing has to stop. No, the stealing WILL stop with the proper legislation that will put a halt to this menace. But if this moratorium does not work, we will propose and enact even more drastic measures.
This Legislature assures you we will put a stop to these thefts one way or another.
