I am broke and unemployed. The only thing is, my friends are not Chamorro and can’t purchase land from me. They do not care to lease my land. I have received offers from Chamorros, but those offers were very low. Article 12 has backfired on me because I can’t sell my land to whom I want and for the price I want. This needs to be fixed so that the system can work.
