SUBJECT: Senate Bill 23-29: “To replace the Commonwealth utilities Corporation with two independent autonomous public corporations to separately manage and control the power service and water service systems, create one elected consolidated  board for the two public corporations; and for other purposes.”

Thank you for providing me the opportunity to comment on Senate Bill 23-29.

I am writing to express that while the intention behind this bill may be well-meaning, I firmly believe that its ultimate impact would be detrimental to the residents of the Commonwealth of the Northern Mariana Islands.

The CNMI relies heavily on CUC to provide essential power and water services and there could be potential consequences which could be borne by the residents in the form of higher utility bills, making it more difficult for our community lo afford these basic necessities. Additionally, establishing two autonomous corporations will likely result in increased administrative costs and duplication of resources.

Considering our ongoing economic recovery, it is crucial to ensure that any changes made to the utility structure are thoroughly studied and well-planned to guarantee the best possible outcome for the residents of the CNMI.
