Yesterday afternoon, after a month-long competition, the Saipan mayor’s office proclaimed the 2010 Liberation queen. Tonight, 2009 Liberation Queen Isabel C. Muna steps aside as she relinquishes the crown to Josifynn Vivian Quitugua at the Garapan Fishing Base.
