HAGÅTÑA (The Guam Daily Post) — An employee of the Office of the Attorney General is on administrative leave after she was charged with third-degree criminal sexual conduct as a second-degree felony.
On Friday, Lorena Uncangco, the administrative services officer of the AG’s office, was charged in the Superior Court of Guam with third-degree criminal sexual conduct as a third-degree felony for allegedly sexually assaulting a 14-year-old female minor several times in the past month.
After being charged, Uncangco, 47, made her first appearance in the Superior Court of Guam where Magistrate Judge Benjamin Sison Jr. determined that Uncangco would be released from confinement pending her trial on a $25,000 personal recognizance bond.
On Wednesday, Chief Deputy Attorney General Joseph Guthrie confirmed with The Guam Daily Post that Uncangco was on administrative leave as of Tuesday.
According to OAG staffing patterns, Uncangco has been an employee of the AG’s office since 1997.
While on administrative leave, Uncangco was ordered by Sison to continue to obey all laws, stay away from the 14-year-old and a witness who is also a minor. Uncangco has to report to the probation office once a month by telephone.
Other conditions include not consuming alcohol or drugs, not traveling without the permission of the court and not being alone with minors, court documents state.
If Uncangco violates the conditions, she may be subject to paying the $25,000 personal recognizance bond and could be confined at the Department of Corrections.
Charges
Uncangco’s charges stem from a 14-year-old girl making a criminal sexual conduct complaint to the Guam Police Department. The minor detailed that, on Feb. 17, she was allowed to sleep over at Uncangco’s house with another minor, court documents state.
At her house, Uncangco allegedly kissed the minor, got undressed and sexually assaulted her. The minor further explained from Feb. 25 to March 2, Uncangco would call the 14-year-old girl to her bedroom, where they would get undressed and then perform “sexual acts on each other,” according to the magistrate’s complaint.
Similar incidents allegedly occurred from March 15 to March 17 at Uncangco’s residence. Uncangco was also accused of bringing the minor to the Agana Shopping Center’s back parking lot, where they reportedly performed sexual acts on each other, documents state.
When questioned by police, Uncangco allegedly said she “had a romantic interest” in the minor and allegedly admitted to kissing and performing sexual acts on the minor behind Agana Shopping Center.
