House Bill 8-37-4S was jointly introduced by Delegates Jonathan Isechal, Horace Rafael, Tmewang Rengulbai, Jerry Nabeyama, Lentcer Basilius, Rebluud Kesolei, Celestine Yangilmau, Wayne Andrew and Marhence Madrangchar.
The bill was to prevent cruelty to animals in the country.“The Olbiil Era Kelulau believes that respect for all life is deeply embedded in the Palauan culture, and therefore any cruelty towards any animal or the injury , torture or prolonged death of any animal out of maliciousness or for the purpose of personal use, profit or gratification should be an offense punishable by law,” the measure stated.A person violating the law can be fined a minimum of $100 and a maximum of $6,000.The measure also prohibits eating of dogs and cats.The acts of cruelty is defined as beating, kicking, killing, wounding, shooting and poisoning among others of animals.
