Sen. Toribiong said Palau at the moment does not have a codified procedure for deporting non-citizens and it is difficult for the national government to deport foreigners back to their country when these foreigners throw up roadblocks to Palau’s mostly uncodified deportation system.
The Bill will fix the problem and aims to manage the immigration and deportation process in Palau.The Bill stated that foreigner who has been denied entry to Palau or whose entry permit has been revoked or not renewed pursuant to 13 PNC§ 1005 or 1006 or who has been ordered deported by the Supreme Court shall be deported.The deportation shall occur within 90 days and maybe extended if the foreigner fails, refuses or is otherwise unable to timely apply in good faith for the documents necessary for the non-citizens departure, or if the non-citizen conspires or acts to prevent the foreigner’s deportation pursuant to the deportation order.Currently, there is only one foreigner who is detained in jail. He just started serving his sentence on August 14 for Sodomy case. He was sentenced to five years all suspended except for six months.Julio Ringang, chief of the Division of Corrections in an interview yesterday said that the total number of prisoners who are in jail right now is 87 and 86 of them are locals.He said a few months ago, three other foreigners were released from jail after President Johnson Toribiong granted them Executive clemency.The three foreigners were convicted for child molestation and drug trafficking charges. One of them served one year of imprisonment while the two served eight years of jail terms.They were already deported back to the Philippines upon the order of the President.
