The LB No. 6-09-3R states that the ORN finds that in order to produce future leaders in Airai State and the Republic of Palau, students from their state elementary school must have incentive to study hard.
One of the ways that can be implemented right away to incite them is the incentive award program that recognizes students with the highest cumulative grade point average at the conclusion of each school year.
The incentive awards to be given to students are as follows: for the first grade it’s $35; Second grade, $45; third grade, $50; fourth grade, $55; fifth grade, $60; sixth grade $65; seventh grade is $70 and for the eighth grade, the highest cumulative grade point average is $250; second highest cumulative grade point average is $200 and for the third highest point average is $170.
The funds for the Incentive Award Program will be obtained from the compensation of the members of ORN which will be reduced to $1,000.00.
The bill also proposes the establishment of Incentive Award Program Committee (IAPC) with three members. One shall be appointed by the Governor; one by Speaker and one from selected by the PTA chairperson.
The work of the IAPC is to make guidelines to follow when selecting a student to receive the award, send a letter to each grade teacher to provide the names of students from first to seventh grade who has the highest cumulative grade point of average at the of the year, and send a letter to the eighth grade teacher to provide names of the students with the highest, second, and third highest grades.
After the ORN passed the proposed measure on the first reading, it was referred to the respective committee to conduct further review before it will be passed on third and final reading.
