HOUSE Floor Leader Ralph N. Yumul on Tuesday introduced a still unnumbered bill proposing to limit to 90 days the duration of an emergency contract between the CNMI government and vendors.
The bill aims to “limit the duration of an emergency contract to a specific period that does not extend beyond [an] emergency.”
If enacted into law, the bill will require that “the duration of an emergency contract or any contract that fails to abide by non-emergency procurement provision, shall not extend more than 90 days from the execution or commencement of the contract, whichever occurred first.”
However, the bill added, “in the event that an extension or renewal is necessary, the governor may request a House joint resolution to grant said extension or renewal to a specific period that does not extend beyond the emergency period of 90 days, whichever is less.”
