Casino license revocation hearing set for May 3

THE Commonwealth Casino Commission on May 3 will conduct a hearing on five enforcement actions that seek the revocation of Imperial Pacific International’s exclusive casino license, Commission Chairman Edward C. Deleon Guerrero said.

The hearing will start at 10 a.m., in the CCC conference room at Spring Plaza in Gualo Rai.

CCC Executive Director Andrew Yeom filed in October 2021 these five enforcement actions:

• Enforcement Action 2021-001. For non-payment of annual license fee (2020).

• Enforcement Action 2021-002. For non-compliance with the working capital requirement for three months’ payroll.

• Enforcement Action 2021-003. For non-payment of regulatory fee (2020).

• Enforcement Action 2021-004. For non-payment of license fee due Aug. 12, 2021.

IPI’s exclusive casino license has been suspended since April 2021, and the Superior Court affirmed the suspension in March.

Before the May 3 revocation hearing, Deleon Guerrero, who will preside over the hearing, said both parties — the CCC executive director and IPI — will have to submit on April 22 a complete list of any stipulations they may have regarding the charges and any settlement.

Both parties will also have to submit a complete list of all witnesses, a complete list of evidence, and any other materials to be presented during the hearing, Deleon Guerrero said in an interview.

IPI will finalize by next week the attorney who will represent the casino investor, and who among the IPI officials will appear in the hearing.

Deleon Guerrero said IPI requested an administrative hearing in November last year.

The commission tried to schedule a revocation hearing for December, but the lawyers of both parties were not available at the time, Deleon Guerrero said.

Both parties were also unavailable in January and February so the commission set a hearing for March 29, he added.

However, in February, IPI told the commissioners that its New York-based lawyer had requested to move the revocation hearing to May 3.

“We discussed [IPI’s request] with the assistant attorney general assigned to the commission, and we decided that there was good cause to reschedule the hearing for May 3,” Deleon Guerrero said.
