DOL honors outstanding employees for Labor Day

AS the community returns to work after celebrating Labor Day, the CNMI Department of Labor reflects on the exceptional contributions of its workforce. In a special post-Labor Day tribute, the department highlights the achievements of its employees who were recognized during the Public Service Recognition Week on May 10, 2024.

CNMI Labor Secretary Leila Staffler opens this work week with a message of appreciation: “Yesterday, we celebrated and recognized public service, honoring the achievements of workers across the CNMI. Today, it’s fitting to acknowledge the tireless efforts of our own DOL team. Their service strengthens our department and directly impacts the lives of countless individuals across the Commonwealth.”

Awards and recognition

The PSRW celebration featured the presentation of the prestigious Public Service Recognition Awards, a peer-based honor embodying teamwork and camaraderie within the organization.

Frances Torres, Director of WIA, received the DOL Leadership of the Year award for her inspirational guidance. She was nominated by her supervisory peers. Staffler said: “Frances exemplifies the leadership qualities we strive for at DOL. Her ability to inspire and guide her team has been instrumental in our department’s success.”

Arlene Rafanan was named Department Employee of the Year for her remarkable service. Of Rafanan, Staffler said: “Arlene’s dedication to our mission and her consistent excellence make her a role model for all our employees.”

Several employees were recognized as Division Employees of the Year for their exceptional work:

  • Patricia Camacho – Administrative Services;
  • Maxinia Ulloa – WIA;
  • Jerome Ignacio – Occupational Safety and Health Administration;
  • Lae Muna – Employment Services;
  • Arlene Rafanan – Enforcement;
  • Jody Ogo – Administrative Hearing Office;
  • Naomi Camacho – Pandemic Unemployment Assistance Adjudication;
  • Kimberly Degracia – PUA Benefit Payment Control.

Long-term service and department-wide recognition

DOL also honored its long-term employees, whose government service ranges from 10 to 33 years. Notable mentions include Augustine M. Kaipat (33 years), Jeffrey T. Camacho and James M. Ulloa (32 years each), and Maria Lee Labadan Tarroza (31 years). Other employees who were also recognized are Riolante S. Mostales (27 years), Manases I. Iguel (25 years), Mariana Coates (23 years), Olinka T. Cabrera (22 years), Alicia B. Agulto and Norlane Arlene Rafanan (20 years), Norman Alvin Rasiang (18 years). Dennis D. Cabrera, Lenice Kapileo, and Frances Ann Torres (17 years), Elaine T. Pangelinan (16 years), Michael C. Camacho (12 years), Joseph P. Villacrusis (11 years) and Donyale C. Deleon Guerrero (10 years).

Staffler said the wealth of experience and service these dedicated individuals bring to DOL is invaluable. “Their commitment over the years has been the backbone of our success in serving the CNMI community.”

The department also recognized the crucial role of its Rota and Tinian stations in providing DOL services across the islands. Outstanding leadership recognition were presented to Jay Jess San Nicolas and Christine Cabrera, along with individual certificates of recognition for employees including Sabina DLG. San Nicolas, R. Cassandra P. Cabrera-Viches, Patrick King, Marie K. Reyes, Jeanette Borja, Anthony M. Barcinas, Mary Lou B. Quitugua, Prudencio M. Manglona, Eugene M. Ogo, Angelina M. Cabrera, and Peter Maratita.

Impact on CNMI community and future outlook

The work of DOL employees significantly affects the CNMI community, from ensuring workplace safety through OSHA consultations to facilitating employment services and managing programs.

“Every day, our employees work tirelessly to improve the lives of our fellow citizens,” Staffler said. “Whether it’s helping someone find employment, ensuring fair labor practices, or administering critical assistance programs, their efforts contribute significantly to the strength and resilience of our community.”

Looking ahead, Staffler envisions continued investment in people, recognizing that they are the Commonwealth’s greatest asset. “By having a culture of excellence, continuous learning, and mutual support, we aim to enhance our services and make an even greater positive impact on the CNMI workforce.”
