GOVERNOR Ralph DLG Torres has appointed A.B. Won Pat International Airport Authority program manager and consultant Frederick P.Q. Tupaz to the Commonwealth Utilities Corp. board of directors.
In his March 26 letter to Senate President Jude U. Hofschneider, the governor said Tupaz’s nomination is to fulfill the requirement under 4 CMC § 8131 (a)(4) that a member of the board must be from off-island with utility management experience.
Torres said Tupaz’s knowledge and skills as a program manager, planner, and consultant for Guam’s A.B. Won Pat International Airport Authority will bring an invaluable skill set to CUC’s board of directors.
This appointment requires the advice and consent of the Senate and, if confirmed, Tupaz will serve a term of four years upon confirmation and oath of office.
The governor said copies of Tupaz’s résumé, statement of financial interest, drug test receipt and drug test result, and police clearance will be provided to the Senate as soon as they become available.
A CUC board member has a demanding job that requires skill, experience and sound business judgment, the governor said.
“I am confident that Mr. Tupaz possesses those traits and will devote his best efforts in looking out for the interests of CUC. The lt. governor and I respectfully request your favorable action on this appointment,” the governor said in his letter to the Senate president.
