Harley told reporters that he has tendered his resignation Tuesday to President Johnson Toribiong and it will be effective February 1.
Harley handles the office that investigates the failure of the Pacific Savings Bank (PSB).Harley said his resignation was “pre-planned” and that he has to go back home to attend to his ailing mother.He said that he has postponed leaving for a long time because of his responsibility as Independent Counsel.“It is not a surprise that I am resigning,” Harley said. Harley’s contract will expire in August this year. Controversies arose last year during Harley’s contract renewal.Harley said that most of the cases being handled by his office have been turned over to Assistant Attorney General Michael Copeland . Copeland has been nominated to the Special Prosecutor’s position by the president, he is also now working with the Office of the Independent Counsel (OIC).The SP, IOC and the Office of the Ombudsman will be merged into one office.Harley said he has asked Copeland assistance in handling the OIC cases.He however said that despite his resignation he will “still be attached to the case,” and will still help out the Office of the Special Prosecutor in pursuing the case.
